Oregon:
1862: Adopted a law that blacks, Chinese, mulattoes & Hawaiians pay a $5.00 per year tax.
1866: Oregon did not pass the 14th Amendment granting blacks citizenship.
1868: Oregon finally passes the 14th amendment.
